Up to 100 public services can be received via smartphone in Kazakhstan

At a Government meeting chaired by Prime Minister Askar Mamin, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Musin reported on the proposed measures to fulfill the President's instructions given at the expanded Government meeting on January 26, in the field of digitalization, reports with reference to the press service of the Prime Minister of the Republic of Kazakhstan.

As B. Musin emphasized, all instructions of the Head of State K. Tokayev, voiced at the enlarged meeting of the Government, were taken under special control, active work has begun.

An infrastructure project for an optical communication line for 1250 villages was completed last year. 928 villages are provided with mobile Internet. Thus, 5330 villages are provided with mobile Internet.

An audit was carried out: in 510 villages there are still issues about the speed of the Internet. In 2021, the ministry will work to improve the quality of communications.

During two years:

- 286 villages will be switched to 3G / 4G.

- 224 villages will be transferred from satellite transmission to ground infrastructure: radio relay links and fiber-optic lines.

- Mobile broadband access will be provided in 242 villages with less than 250 people.

In 2021, operators will build 752 base stations and update about 562 more.

Quality control of communication services

Previously, the minimum threshold for communication quality was not regulated. An order has been developed, where the indicators of communication quality are determined: for example, for 4G - at least 5 MB / sec.

"The document has passed public discussion. We will agree with the government agencies and accept the order within two months," the minister said.

Work is underway to strengthen consumer protection. Last year, additional specialized equipment was purchased for technical measurements of communication quality.

Amendments were prepared to increase the amount of fines by 10 times up to 1000 MCI for violation of communication quality parameters.

The service is a site where any resident of the country can measure the speed of the Internet, integrates with the consumer protection platforms and e-appeal. The speed-test is automatically sent to the operator and regulator in the form of an appeal. The quality of communication services is under special control.

On public services

As noted by B. Musin, the main indicator of the success of the automation of public services is popularity in the online format. This should be a key indicator for every government agency.

Replication of the successful experience of withdrawing registration of individual entrepreneurs and selling cars in mobile applications of banks will continue.

"For the current year, we set the task of increasing the number of popular services in a smartphone: up to 100 services for citizens and up to 50 services for business," said B. Musin.

Digital documents

In 2020, the ministry, together with government agencies, implemented 13 digital documents. Their number will grow. The equivalence of paper and digital documents is legally established.


The ministry has successfully introduced biometric identification for registration when receiving government services. This year the service will become available for widespread use by government agencies.

System "E- appeal "

In accordance with the concept of "hearing state", the "E-appeal" project is being implemented. Pilot testing is underway jointly with the akimats of Akmola, Karaganda and Pavlodar regions. It is important that not only the modernization of the information system is taking place, but also a radical change in approaches. When contacting through the Natizhe center, employees of the Government for Citizens State Corporation will look for an opportunity to resolve the issue of a citizen immediately, as they say, "on the spot."

Personal data protection

Legislative initiatives have been worked out.

First. Personal data is planned to be referred to the sphere of state control.

Second. The principle of digital consent and revocation will be introduced. Citizens, upon confirmation of their identity, will be able to control the use of their personal data: allow / deny.

Third. In order to comply with the principles of openness and transparency, a limited list of collection and processing of personal data by state bodies and organizations will be determined, and also concentrated in one legislative act (the Law on personal data and their protection).

The implementation of these measures will make it possible to fulfill the instructions of the President to amend the legislation on personal data.
