Tokayev: Creation of civil society is one of priorities for Kazakhstan

A plenary meeting of the X Civil Forum of Kazakhstan "30 years of partnership in the interests of sustainable development of society and the state" was held, reports with reference to the press service of the Ministry of Information and Social Development of the Republic of Kazakhstan.

The congratulation of the Head of State Kassym-Jomart Tokayev on the occasion of the anniversary X Civil Forum of Kazakhstan was read by the First Deputy Head of the Presidential Administration of the Republic of Kazakhstan Dauren Abaev.

“The creation of a civil society is one of the main priorities for us. A striking example of this is the Forum, which has been held on the initiative of Elbasy since 2003. This model of dialogue has become an effective discussion platform for discussing many issues and developing proposals. The Forum promotes the adoption of systemic measures to support civic initiatives. It also contributes to the preparation of strategic and legislative documents. Last year, by my decree, the Concept for the Development of Civil Society was approved. This document provides for the strengthening of partnership between the authorities and public organizations,” the President said in his address.

Serik Zhunusov, director of the Sustainable Development of the Katon-Karagai District of the East Kazakhstan region, spoke about the development of civic activity in the countryside.

It is known that in his Address to the people of Kazakhstan, the President emphasized the need to develop effective ways to support civil initiatives in rural areas.

The moderator of the meeting, Minister of Information and Social Development Aida Balaeva stressed that for Kazakhstan, where 47% of the population lives in rural areas, this initiative of the President is of strategic importance.

“This is a new stage in supporting civil initiatives in the country,” Aida Balayeva emphasized.

The head of the Legal Center for Women's Initiatives "Sana-Sezim" Khasanova Shakhnoz shared her opinion on the promotion of measures to ensure human rights.

Recall that this area is another strategic direction outlined by Kassym-Jomart Tokayev in his Address to the people of the country.

Shakhnoz Khasanova touched upon the issues of ensuring the rights and interests of children and mothers, the elderly, people with special needs, victims of the slave trade, as well as the political and social rights of citizens.

In turn, Minister Aida Balayeva recalled that on June 10 this year, the President of the country signed a "Plan of priority measures to further ensure the rights and freedoms of citizens."

“This demonstrates the readiness of the state and the will of the President for serious changes in the field of ensuring the protection of the rights and freedoms of Kazakhstanis,” said Aida Balaeva.

Asanova Jamilya, executive director of the Civil Society Development Association, spoke about the contribution of international missions to the development of civil initiatives.

In this regard, the appeal of the OSCE High Commissioner on National Minorities Kairat Abdrakhmanov, which was read out by the moderator, became important.

“The main wealth of Kazakhstan is the people and their unity. I am glad that the Civil Forum promotes a policy based on the principles of constructive dialogue, solidarity and harmony in society. The forum shows its relevance as a platform that strengthens the connection between the people and the authorities,” said the appeal of the High Commissioner for National Minorities Kairat Abdrakhmanov.

The head of ECO Mangistau, Kirill Osin, raised important issues of environmental protection and ecology in his speech. It should be reminded that the Head of State Kassym-Jomart Tokayev has repeatedly drawn attention to this, calling for active action.

In the final part of the plenary session of the Civil Forum, president of the ALE “Civil Alliance of Kazakhstan” Banu Nurgazieva spoke about the state of civil society now, achievements and prospects for further development.

After the plenary session, a solemn presentation of the traditional “Award for NGOs” took place.

At the same time, for the first time, the "Tandau" award was presented among NGOs with more than 10 years of experience in 15 nominations.

Recall that the jubilee X Civil Forum started in Nur-Sultan on November 22-24 in an online format and ends in Almaty on November 26, 2021 in an offline format.

Within the framework of the Forum, more than 30 discussion platforms, expert discussions, facilitation and panel sessions were organized.

The X Civil Forum covered about 20,000 people thanks to a hybrid format of events, at which more than 100 leading representatives of civil society spoke on the most pressing topics of today within the framework of the 30th anniversary of Kazakhstan's Independence.
