As part of improving the legal framework, amendments were made to the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated March 26, 2015 "On approval of standards for provision of special social services in the field of social protection of the population", which significantly improve the quality of services provided, Kazpravda.kz reports with reference to the press service of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
The standards for provision of special social services (SSS) in medical and social institutions (MSI) provide:
- expanding the list of sanitary and hygienic items for persons with disabilities and the elderly with daily and urological pads;
- inclusion of an additional item as a solid inventory;
- provision of technical auxiliary (compensatory) means and special means of transportation (crutches, walking-sticks, walkers, corsets, bandages, medical belts, hearing aids, indoor wheelchairs, walking wheelchairs, absorbent sheets (diapers)) to persons without disabilities, as prescribed by a doctor;
- provision of social and labor services (in greenhouses, a winter garden, on personal plots), which will allow the recipients of services to be involved in various forms of life, taking into account their state of health.
Also, in order to simplify the procedure for passing a medical examination when registering in the MSI, the list of narrow specialists provided for in the current form of a medical record has been reduced. 3 out of 8 obligatory specialists were reduced, as well as all 7 additional specialists.
The standards for provision of SSS at home provide social workers for the care of the elderly and persons with disabilities with uniforms, personal protective equipment (disposable masks and gloves, disinfectants).
The introduced changes and additions were proposed by public associations of persons with disabilities and local executive bodies.
