During the working trip of the Deputy Prime Minister of Kazakhstan, Berdibek Saparbayev, to North Kazakhstan region, the Minister of Labor and Social Protection of the Population of Kazakhstan, Birzhan Nurymbetov, visited the children's social services center, where he spoke about the prospects for the development of social support system and adaptation of people with disabilities, Kazpravda.kz reports citing the press service of the Ministry.
The Minister started with a visit to Petropavlovsk children's social services Center, where correctional and developmental education of children with mental retardation is conducted.
Talking with the organization’s staff, Nurymbetov emphasized that caring for people with special needs will always remain a priority in the work of the Ministry of Labor and Social Protection.
“Today in the country, children with disabilities receive special services in 20 medical and social institutions, in 50 organizations and 14 rehabilitation centers in semi-hospital conditions. There is also a social assistance service at home for families that have children with disabilities,” he said.
The Minister also noted that the system of providing special social services will be developed as part of the National Plan to improve the life quality of persons with disabilities.
“We will actively involve people with disabilities in public life; special emphasis will be placed on creating conditions for their economic activity. It is planned to create a database on the competencies of people with disabilities, and an Atlas will be developed of professions in which people with disabilities can work. Rehabilitation centers on professional adaptation and rehabilitation of persons with disabilities over the age of 18 will work in all the regions. In 2020 we plan to begin construction of 3 rehabilitation centers, in 2021 - another 3. Measures will be taken to the development of private rehabilitation centers through placement of state social orders. This will increase competitiveness and improve the quality of social services,” said Birzhan Nurymbetov.
During the visit to the city employment center, the Minister focused on the implementation of the President’s order, voiced in the state-of-the-nation Address, on involving large and low-income families in entrepreneurship.
“The Address outlines the need for new forms of business support with an emphasis on social aspects - creation of family businesses, primarily for large and low-income families. Therefore, the center employees should focus on involvement of able-bodied members of these families in productive employment, for which the tools of the state program Yenbek need be used, providing for allocation of grants and provision of microloans,” said the Minister.
Nurymbetov also met with participants in the Yenbek state program themselves, who are already successfully developing their own business.
