Moratorium on filling vacancies for civil servants of corps B may be introduced in Kazakhstan

President of Kazakhstan Kassym-Jomart Tokayev may introduce a moratorium on occupying vacancies for civil servants of corps “B” by the end of 2020. The corresponding draft order of the President is available on the site Open Laws, Kazpravda.kz reports.
It is noted that the document is in public discussion until January 27, 2020.
The draft decree was developed in accordance with the order of President Kassym-Jomart Tokayev to reduce civil servants number by 5 percent in 2020, and also in accordance with the plan for phased reduction from 2020 to 2023 by 25 percent of the number of civil servants and staff in the quasi-public sector at the national and local levels (with the exception of employees of social institutions).
The list of state bodies where lay-offs are not expected includes: the National Center for Human Rights, offices of akims of villages and rural districts, the Supreme Judicial Council, the Ministry of Defense, the Constitutional Council, the Parliament chambers, the Presidential Administration, Department of Presidential Affairs, the Office of the Prime Minister, Office of the First President - Elbasy, Archive of the First President, Central Election Commission.
