Local government budgets to be introduced in Kazakhstan in 2018
Town, rural, district budgets are to be implemented in 2018 in the administrative and territorial units with over 2000 population, and in 2020 - everywhere.
National Economy Minister Timur Suleimenov told the plenary session in Majilis that from 2018 Kazakhstan plans to introduce local government budgets, Kazpravda.kz correspondent reports.
The Minister presented the amendments bill on local self-government development that envisages introduction of independent budget and communal property of the local government, expansion of local government powers in the management of the budget process and municipal property. The local government budget on the level of regions, towns, rural district is to be implemented as the 4th level of the state budget in 2018 for administrative and territorial units with a population of over 2 000 people, and in 2020 - everywhere , Suleimenov said, adding that it is part of the Plan of the Nation "100 concrete steps to implement the five institutional reforms".
To draw this bill, OECD countries’ experience was studied in the area, Poland in particular, where the administrative-territorial division as a whole is similar to the conditions of Kazakhstan, the speaker went on to say.
This bill entails amendments to the Budget, Tax and Civil Codes, laws on state property, on local government and self-government and law on advertising.
MPs voted for the bill in the first reading.
