Benefits for children of all disabilities increasing in Kazakhstan

Benefits for children of all groups of disabilities are increasing in Kazakhstan, Kazpravda.kz reports with reference to the press service of the Ministry of Labor and Social Protection of the Population of Kazakhstan, referring to the plenary session in Majilis that approved the relevant bill.
As noted in the conclusion to the bill, it was developed to implement the Convention on the Rights of Persons with Disabilities in the current legislation and to implement the National Plan on improving the life quality of persons with disabilities in Kazakhstan.
According to Serik Shapkenov, the Minister of Labor and Social Protection of the Population, the bill provides for benefits to citizens caring for people with disability group I, regardless of the cause of the disability.
"At present, out of 66 000 people with disabilities of group I, every third person is not provided with either a care benefit or the services of an individual assistant. As a result of the adoption of the bill, an additional 24 000 people in need of constant outside care will be covered with care benefits," the Minister said.
Taking into account the degree of health impairments and disabilities of the child, the draft law provides for categorizing the children aged 7 to 16 according to disability groups. This measure will make it possible to differentiate the provided rehabilitation measures and social assistance, including in terms of the amount of benefits, depending on the severity of the children's illness.
At the same time, the amount of benefits for all groups of disabled children will be increased from 16.7% to 37%. This measure will concern more than 30 000 children with disabilities.
The bill also provides for granting of the right to concurrent receipt of disability and survivor benefits. This will increase the income of families who lost their breadwinner and have children with disabilities.
"At present, children with disabilities can receive alimony and disability benefits at the same time when their parents divorce. However, if one or two parents (breadwinners) die, the child can receive either disability benefits or loss of breadwinner benefits. With the introduction of this provision 2 000 children along with disability benefits (from 41,163 to 48,023 tenge) will be able to receive benefits in case of loss of a breadwinner (from 12,063 to 29,500 tenge), " Serik Shapkenov elaborated.
Another novelty is provision of technical means and rehabilitation services at the expense of the state for persons who received disability from work injury, if the employer is unable to fulfill the obligations.
At present, in the event of the termination of the activities of the employer - an individual entrepreneur or liquidation of a legal entity, these obligations are transferred to the state. At the same time, disabled people are deprived of the opportunity to obtain a technical support during the period of suspension of the enterprise's activities or during bankruptcy procedures, which can last up to 1.5 years. During this period, a person who has received a disability at work is left without technical means of rehabilitation.
The new measure will allow timely coverage of up to 2 000 people with technical means and rehabilitation services.
The families raising children with disabilities reserve the right for housing (in the waiting line for it) after the child reaches the age of majority.
It is planned to extend the period of caring for a disabled child to 18 years old, which will have a positive effect on the appointment of retirement benefits and a basic pension.
The bill also provides for the transfer of a guaranteed social package for children from low-income families to the Social Services Portal.
Additionally, other norms are included, aimed at improving the efficiency and targeting of the provision of special social services.
