Kazakhstan will phase out plastic bags by 2025

To save the environment in Kazakhstan, a phased ban on the sale of plastic bags is initiated, Kazpravda.kz refers to the press service of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan as saying on Facebook.
“About 15 million plastic bags of various types and densities are daily used in the country, which ultimately end up in garbage containers. 11.2% of the total amount of solid waste delivered to landfills is polymers (plastics), including polyethylene packages,” the message says.
As the Minister of Ecology, Geology and Natural Resources noted, the international community is actively working to reduce the volume of plastic products. More than 40 countries have introduced a ban on the use of plastic bags.
Having studied the international experience and the current market situation, the Ministry of Ecology, Geology and Natural Resources deems it necessary to introduce a phased ban on the sale of plastic bags in Kazakhstan. In particular: refusal from free distribution of plastic bags, within which it is necessary to inform the public about the dangers of plastic bags; introduction of extended obligations of manufacturers (importers) in respect of plastic bags, providing for the collection of recycling fees from manufacturers and importers; introduction of a complete ban on the sale of plastic bags since 2025. In addition, as international practice shows, such introduction of fees for the use of plastic bags reduces their consumption by 30%.
It is worth noting that such retail chains as: MAGNUM, KENMART, SMALL and ANVAR supported this initiative and will begin to implement it.
Minister of Ecology, Geology and Natural Resources of Kazakhstan, Magzum Mirzagaliyev, the chairman of the National Chamber of Entrepreneurs "Atameken" Ablai Myrzakhmetov, the head of the Association of Environmental Organizations of Kazakhstan Aigul Solovyova concluded on Friday a memorandum of cooperation on introducing fees for the use of plastic bags.
“The goal of the document signed by the parties is to reduce the use of plastic bags to 20MR and to gradually transfer to alternative types of packaging that are safe for the environment,” - the statement says.
The parties will have to work together to promote the production of biodegradable organic packaging.
Public monitoring of the signed document execution will be provided. The Ministry of Ecology, Geology and Natural Resources of Kazakhstan will develop a consolidated position on the size of the recycling fee for manufacturers (importers) of plastic packaging.
As noted by the Minister of Ecology, Geology and Natural Resources, this initiative was also voiced by citizens of Kazakhstan, volunteers who took part in the environmental campaign "Taza Kazakhstan".
"Activists have repeatedly voiced the need to introduce such mechanisms to reduce the sale of plastic bags, causing irreparable damage to the environment. This memorandum will be one of the first steps towards this goal," Mirzagaliyev said.
