Agriculture Minister asks to allocate KZT 3 bn from budget
During the meeting of the Government, Minister of Agriculture Saparkhan Omarov announced a number of proposals in the field of veterinary and phytosanitary, Kazpravda.kz correspondent reports.
"Along with the measures taken in the field of veterinary and phytosanitary, there are also a number of problematic issues that remain open. This is mainly related to the conduct of veterinary-sanitary and phytosanitary control and supervision. First, in connection with the introduction of a moratorium on inspections, the issue of prevention and suppression of cases of occurrence and spread of especially dangerous animal diseases, quarantine objects and especially dangerous harmful organisms on the territory of the republic is of special importance, in which it is necessary to conduct inspections and control with visits to control objects by veterinary and quarantine inspectors," Omarov said.
He proposed to remove checks and preventive veterinary and phytosanitary types of control and supervision with visits to control objects from the moratorium.
“Second, using the example of outbreaks of avian influenza, the issue of promptly imposing quarantine and introducing a ban on the import and export of animals and products from the focus of infection is acute. Today, the procedure for coordination, approval and entry into force of the resolution of the akim and local executive bodies takes from 5 to 15 days. In the fastest case, at least 3 working days. This provision does not allow timely adoption of operational measures to localize the focus of infection and prevent its spread to nearby territories, in particular, to quarantine and localize the focus of infection," the speaker continued.
According to the minister, it is necessary to shorten the period of approval and registration of the decision to impose quarantine and restrictive measures to 1 day.
“Third, we ask you to consider the possibility of allocating additional funds from the republican budget to reimburse the cost of birds, seized and utilized from highly pathogenic avian influenza. Fourth, to allocate 3 billion tenge from the republican budget for creation of national systems of veterinary and phytosanitary traceability. Fifth, in order to adopt a prompt response and effective control and supervision over the import of products, we propose to locate veterinary and phytosanitary control posts in close proximity to the border post, by analogy with the Russian Federation," the Minister of Agriculture concluded.
