Administrative and economic barriers to enter commodity markets to be reduced in Kazakhstan

The Majilis of the Parliament of the Republic of Kazakhstan at a plenary session in the second reading approved amendments on development of competition, correspondent reports.

As noted in the conclusion to the draft law, the document is aimed at reducing state participation in entrepreneurship, ensuring equal access for business entities to government support measures, reducing the level of market concentration in product markets, developing small and medium-sized businesses, as well as reducing administrative and economic barriers to entry into commodity markets.

In the course of the working group's work on the draft law, the deputies made amendments to clarify the norms related to ensuring equal access of market entities to the key power of market entities holding a dominant or monopoly position, establishing an exhaustive list of grounds for allocating government assignments, as well as criteria for including orders in the list of state assignments. A norm has also been introduced to grant the right to market entities, if additional time is needed to collect information, to apply to the antimonopoly authority with a reasoned statement to extend the period for providing information upon request.

Also, the competence of the antimonopoly body for monitoring the activities of persons providing government support measures to ensure equal access for entrepreneurship, especially small and medium-sized businesses, to government support measures has been clarified.
