RK PM Danial Akhmetov chaired a meeting on creation of social-business corporations (SBC).

Establishment of SBC network is fulfilled in the frames of RK President’s Address. In compliance with resolution of Council for economic policy and corresponding RK Government’s decree SBC pilot project was launched in Karaganda oblast. JSC “Social-business Corporation “Saryarka” will be established there. RK Government has allotted KZT 284,4 mln for that.

Seven SBC are to be established by the end of 2006 to implement industrial-innovative strategy. SBC revenues will be spent on the region’s social needs.

PM instructed ministries of industry and trade, energy and mineral resources and Karaganda akimat to define SBC structure, number of personnel and analyze innovation investment projects, which can be fulfilled in the oblast. The akimat was recommended to prepare a list of natural resources, oblast deposits and impose a moratorium on their sale. Besides they were instructed to study infrastructure, logistics, agriculture and make relevant progress report in a month, PM press service informed.

Progress of “e-government” State program was the topic discussed at the meeting, chaired by RK PM Danial Akhmetov.

Special accent was laid on organization of computer trainings for population. Corresponding 2007-2009 program was presented there. About 1 000 teachers and 2 000 students-programmers will be involved in “summer schools” in 2007.

Project on production of “people’s computer”, priced at KZT 36 000, will be fulfilled in the frames of the program. Network of public access facilities are to open (460 – in 2006, 726 – in 2007). PM approved the work accomplished, its timely completion. Integration of informational systems in state bodies is rather slow that is why PM instructed to make up a schedule for control. As PM press service informed RK ministry of foreign affairs and Committee of national security jointly with AIS were instructed to start elaboration of National identification system taking into account European and American standards.

Liberalization of telecommunication branch was the subject of the meeting, chaired by RK PM Danial Akhmetov. He was briefed on results of restructuring of JSC “Kazakhtelecom”, formation of mobile communication tariffs and introduction of wide-band Internet.

PM instructed all concerned state bodies in collaboration with international consulting company to make offers on creation of competitive environment at Kazakhstan telecommunication market.

Talking on “Kazakhtelecom” reformation PM remarked the company was taking advantage of its monopoly position and was not interested in development of competitive environment in the branch. According to the meeting participants the existing practice should be changed.

Analysis of financial activity of mobile communication company has shown that the company’s net income made up KZT 492 bln in 2004, that is 102 % of profitability. In 2005 the index was 120%. For example profitability level of Russian cellular operators is 20-29%. Kazakhstan operators violated licensing conditions in tariff formation and quality of communication.

Work of several departments engaged in introduction of wide-band Internet was criticized. PM underlined that wide-band communication systems helped to overcome informational inequality and develop private and public access to Internet not only in towns but also in remote regions of the republic.

PM gave a week to work out offers on the problems’ solution. Corresponding resolution will be adopted at regular RK Government meeting, PM press service informed.
