At the recent VII Forum of interregional cooperation in Ust-Kamenogorsk JSC “The Center of engineering and technologies’ transfer” and RK ministry of industry and new technologies made a presentation for Presidents Nursultan Nazarbayev and Dmitry Medevdev of design bureaus of our republic. These projects are fulfilled in keeping with the State program of accelerated industrial-innovative development. Sayat Yusupov, the board’s chairman is talking on new design bureaus to be created in different areas, innovative infrastructural development and grants for innovations.

Such mechanism as innovative grants has been launched in the republic for the first time… What is the idea of this state support?

-The program was launched as a pilot project within the Law “On the state support to innovative activity” and the ministry of industry and new technologies is its administrator. Grants are envisaged for four directions: design works and risky researches of applied character, preparation of feasibility study for innovative project, patenting of intellectual property in foreign countries or international licensing organizations and purchase of innovative technologies.

The MINT performs as a grant-giver on the first stage. In compliance with the legislature on the state procurements the core department determines agents – they are “The Center of engineering and technologies’ transfer” and the Fund of science, responsible for actions connected with innovative grants’ distribution.

These institutes of development select applications for grants which subsequently pass through the state scientific -technical, economic and ecological expertise in related departments. After their analyses and complex conclusions, a specially established commission comprising state bodies’ officials, MPs, representatives from business and scientific circles will take a final decision on grants’ allocation to this or that applicant.

And what are your Center’s functions in AIID?

At large the question is innovative- infrastructural development in the republic. Pursuing this goal we are involved in engineering services, business-incubation of projects based on technological parks, technological expertise of innovative projects, transfer of advanced technologies, companies’ provision with design and normative documentation for organization of productions, technological incubation of certain projects and companies’ starts-up, as well as in introduction of management technologies in businesses working in priority industrial branches.

Within AIID frames we are participants of some programs – “Porductivity-2020” aimed at accelerated modernization of working and creation of new productions; the Republican industrialization map; “The roadmap for business-2020”.

In other words the Center is a leading operator for innovative infrastructural development. Then, what is already done and to be done in neat future?

We are actively loaded with creation of technological parks and design bureaus – the key players in innovative infrastructure. By date eight regional technological parks have been established: in Astana and Almaty, Karaganda, Uralsk, Petropavlovsk, Shymkent and Ust Kamenogorsk. KZT 1,7bn was allotted from the national budget for this end in 2004-2009. Within these years they supported 140 projects.

Apart from that we “shared” in creation of design bureaus for transport engineering and mining-metallurgical equipment. By the end of 2011 three other bureaus working in agricultural engineering and oil-gas equipment are planned to be “launched” to the market.

As for technologies’ transfer our Center performs as a technological broker, i.e. mediation between a buyer- investor of technologies and a seller-designer.
